Phase 1.5: Windows Service Support - COMPLETE βœ…

Summary

Phase 1.5 adds full Windows service support to the compliance client, enabling unattended background operation with automatic startup, crash recovery, and event log integration. The client can now run as a system service for enterprise deployments requiring continuous compliance monitoring.

1. Service Wrapper Implementation

Implements the svc.Handler interface for Windows Service Control Manager (SCM) integration:
